Create getnewposts() and getnewfiles() to return number of new messages/files

... and use these functions for new @-codes: NEWMSGS and NEWFILES

as requested by Finglonger on DOVE-Net

Add more protection for file-area-based @-codes when user doesn't have access to any file areas (i.e. don't crash).
