In the case of phones, I am pretty sure it would be higher cost -- workers are paid much less in those areas vs. the US going rate. Not sure about phones, but I know that CRTs used to be built, and disposed of, in other countries that were not so concerned about handling the toxins used in the tubes.

It isn't good for the people who want to buy them. Last I heard, some tech manufacturers are leaving China but not for the USA. They are
going places where the labor is cheaper and the tariffs are lower.
For Apple specifically, I have not read about it in a few days, but the last I read there was skepticism that the iphone would ever actually be completely manufactured in the USA.
