    Fix JSDOCS WITH_SDL build.

    Apparently, whatever was making this not link before has been fixed,
    and so this workaround was breaking it.

    If sbbs is passed a directory, use that as a the ctrl-dir (to find sbbs.ini)

    To be consistent with how sbbsctrl.exe works
